Compare the work, not the labels
The right model depends on the process. Work requiring constant commercial judgement or close physical access may fit an internal team. Repeatable digital administration with measurable outputs may fit a managed external team.
Account for hidden management costs
An internal role includes recruitment, training, supervision, absence cover, equipment and management attention. An outsourced model includes onboarding, governance, provider margin and the need for clear documentation. Compare both on a like-for-like basis.

A hybrid model is often practical
The client can retain policy, approvals and relationship ownership while an external team handles preparation, processing, follow-up and reporting. This keeps judgement close to the business and removes repetitive workload.
Choose the model that gives the process an accountable owner, enough capacity and reliable controls. Location alone does not create or remove operational discipline.
